Also, a new folder is automatically created called 'Templates' and this is where you sample.dwt template resides. Using Dreamweaver Templates .DWT Files

Dreamweaver Templates are an easy to use way to make websites that are very flexible.

Basically, it works like this:

You create a basic template for your website and add 'Editable Regions'.

Once you save that template as a .dwt file, you can apply that template to plain HTML pages to create webpages with that template.
